A major cruise port project near Rome has hit a serious roadblock. Italian courts have blocked plans for a new Royal Caribbean-backed port near Rome’s main airport.
Italian Court Halts Royal Caribbean’s Rome Cruise Port Plans
The Regional Administrative Court (TAR) of Lazio recently overturned environmental licenses for a planned cruise port in Fiumicino, Italy. The port would have been built near Rome’s Fiumicino Airport. This decision puts the whole project on hold for now.

What Was the Fiumicino Port Project?
The Fiumicino Waterfront project was a big deal. It was a partnership between Royal Caribbean Group and investment fund Icon Infrastructure. The plans included a cruise port, a marina for over 1,000 boats, an urban park, and shopping areas.
The proposed location sits about 30 minutes from central Rome. That’s much closer than where cruise ships currently dock. The port could have welcomed more than one million cruise passengers each year.
Why Did the Court Block It?
Local groups and community associations in the Fiumicino area fought back against the project. They filed an appeal with the court. The court agreed with their concerns.
The court found that the project followed the wrong process to get its environmental approvals. It had originally been presented simply as a marina. That framing allowed it to skip steps that a full cruise port project would normally require.
Where Do Cruise Ships Dock for Rome Right Now?
If you’re planning a cruise that stops in Rome, your ship will dock at the Port of Civitavecchia. It’s one of the biggest cruise ports in the Western Mediterranean. The port handles both turnaround sailings and port-of-call stops.
Civitavecchia is about an hour’s drive from central Rome. In 2025, the port welcomed over 3.5 million passengers. Major cruise lines like MSC, Royal Caribbean, Costa, and Norwegian all sail through there.
What This Means for Cruisers Visiting Rome
For now, nothing changes for travelers visiting Rome by cruise ship. Civitavecchia remains your gateway to the Eternal City. The blocked Fiumicino project was still years away from opening anyway.
It’s worth noting that both Italy’s Ministry of the Environment and the Ministry of Culture had previously approved the Fiumicino project. The court’s ruling overturned those approvals. Royal Caribbean and Icon Infrastructure have not yet announced their next steps.
