CARC will introduce new rules protecting the rights of people with disabilities on air travel Amman, September 7 (Petra) – Civil Aviation Regulatory Commission(CARC) announced the publication of new instructions governingprotection and assistance to people with disabilities andpersons with limited mobility during air travel. Instructions,issued in accordance with Jordan Civil Aviation Regulations Part 211 (JCAR-PART211), were published on the official website of the Commission in advance.on their mandatory implementation from December 1, 2026. The instructions were developed in collaboration with the SupremeCouncil for the Rights of Persons with Disabilities andpartnership with the European Union. They are intended to be consistent withinternational standards and practices in civil aviation and supportaccessibility, equal opportunity and passenger protection.dignity and independence. According to a Commission statement issued on Monday, the assistanceservices and facilities for passengers with disabilities should beis provided free of charge, without any additional commissions or financialburden. The instructions also prohibit charging for medical products.and auxiliary equipment, as well as exempt passengers with disabilities andtheir accompanying persons during pre-booking and seat selectionfees to ensure their needs are met. The instructions set out the rights and responsibilities of variousParties involved in air transport. Passenger rights includeprohibition on refusal of booking or boarding on the groundsdisability. Airlines will also be required to carry up to twoassistive equipment or wheelchairs free for everyonepassenger, in addition to medical equipment. Certified service dogs can be carried on board free of charge.cabin according to applicable requirements. Airlines will be required to provide assistance and carepassengers free of charge, as well as transmit requests for assistance andrelevant notifications to airport operators within the specifieddeadlines. Passengers with disabilities will have priority whencompletion of registration procedures through designated and clearly markedcounters. Ancillary equipment must be moved, loaded and unloaded.with the highest level of care and priority. If a passenger’s wheelchair is delayed or damaged, the airline mustprovide immediate temporary replacement wheelchair and pay compensationpassenger for a damaged wheelchair, in accordance withinstructions. Airport operators will be required to provide clearly identifiedhelp points equipped with communication and accessibility equipmentobjects inside and outside airport buildings, includingentrances, parking areas and reception desks. They should alsofacilitate the movement of passengers at various stagestravel, including security procedures, passport control, boarding,baggage claim and access to services. The instructions also require airport operators to installapproved quality standards and maintain separate financial statementsfor these services. Regarding complaints, passengers will be able to file complaints.through accessible and understandable channels within six months from the dateflight date. Complaints can be initially fileddirectly to the airline or the relevant airport authority. Ifthe issue has not been resolved satisfactorily, passengers can contactcomplaint to the Civil Aviation Regulatory Commission, whichresponsible for compliance with regulatory requirements, complaints handlingelectronically and ensure the restoration of passengers’ rights.
